Buying Property in Georgia as a Foreigner – What You Need to Know

Buying Property in Georgia as a Foreigner – What You Need to Know — GTP blog

A Market With Real Opportunities

Anyone wanting to buy property in Lisbon, Barcelona or Vienna today knows the feeling: prices have risen so sharply in recent years that real returns are barely possible anymore. Those who were early won. Those buying now pay the price of the hype.

Georgia is different. Tbilisi and Batumi are two of the few cities in the European-Middle Eastern region where property prices are still at a level that offers genuine opportunities for both owner-occupiers and investors. The market is growing – but it has not yet reached the end of its development.

And the best part: foreigners can buy property in Georgia without any restriction whatsoever.

Legal Framework: What Foreigners Can – and Cannot – Do

Georgia is one of the few countries in the world that allows foreigners to purchase property without special status, without minimum investment requirements and without bureaucratic hurdles. As a foreigner, you can buy in Georgia:

  • Apartments and houses – without restriction
  • Commercial property – without restriction
  • New builds and existing properties – without restriction

Exception: Agricultural land may not be purchased by foreigners. That is the only legal restriction. Everything else – apartments, houses, offices, commercial space, urban building plots – is fully open to foreigners.

What Really Determines the Price of a Property in Tbilisi

Tbilisi’s real estate market is diverse and often quite unpredictable. Over the past few years, prices in the capital have been rising steadily. Several key factors are driving this: higher construction material costs, growing demand from both local and foreign buyers, and a shortage of available building land in the city centre.

One important principle applies: the price per square metre in Tbilisi is not determined by location alone. Buyers often make the mistake of relying on a neighbourhood’s average figure without factoring in the specifics of the building itself.

The type of construction and its completion status have the biggest impact on real value. When comparing prices, the following conditions must be clearly distinguished:

  • Black and White Frame (shell construction): You are buying a bare shell – all renovation costs are entirely on you.
  • Green Frame: The apartment is brought to a cosmetic-ready finish, which significantly reduces the initial work needed.
  • Newly renovated apartments: Often sold fully furnished and equipped, which noticeably pushes up the price per square metre.
  • Older apartments: Their price depends on the building type (“Khrushchevka”, “Czech”, “city-style”) and the physical condition of the building.

Whenever you are looking at options in a specific neighbourhood, always clarify what condition the apartment is being handed over in – otherwise your planned budget can quickly miss the mark.

The Purchase Process: Step by Step

Buying property in Georgia is surprisingly fast and straightforward – if you know how it works.

  1. Find the property
The largest property portals in Georgia are Myhome.ge and SS.ge – both available in Georgian, English and Russian, usable for non-Georgian speakers thanks to photographs and price information.
  2. Due diligence
Before buying, the ownership status should be verified in the Georgian land registry (Sakadastro). Are there any mortgages, liens or legal disputes on the property? This can be checked online – but should always be done.
  3. Purchase contract at the notary
The purchase contract is signed before a Georgian notary. Both parties must be present – or represented by a notarially certified power of attorney.
  4. Registration in the land registry
After notarisation, the ownership transfer is registered in the Georgian land registry.

Right of Residence Through Property Purchase

Those who purchase property in Georgia above a certain value can apply for a residence permit. This is not an automatic right but an application – in practice, however, it is regularly approved when the conditions are met. For EU citizens who can enter visa-free anyway, this route is less relevant – for other nationalities it can be an important lever.
